I can usually get some lvl2 hereos but some bot has amassed lvl3... Likewise not fully up to speed to the best strats, Viper and Alc just wreck me

I agree with the startup time but this is actually comparable to HL2 (I recently replayed that). This isn't too surprising since CS:S was based upon the source engine and while CS:GO has improvements it is still on Source.
I believe this is source1 + OGL related and if they move CS:GO over to Source2+Vulkan we would see a massive improvement. THis is apparent with DOTA2, which is Source2+vulkan and starts up in no time & enters a game in no time. Likewise I recently had to run dota2 in ogl mode due to a buggy update and that experienced some slowdown as well.
There was talk about csgo migrating to source2 for last summer but there has been silence since then

I have always been a bit questionable about CodeWeavers existence primarily due to Cedega
I made use of Cedega back when I was clanning playing BF1942 as I was switching 100% to linux. They just too wine, some tweaks (game specific)
Seems understandable at the time, but they didn't feed back to WINE and equally if the game you were interested in went out of scope then it just rotted. The £££ that linux users provided for this "service" then wass used to create Cedar for OSX only....

its always growing, just at a comparable rate to windows growth :) this is why the relative difference (0.8%) doesn't appear to change

Could DXVK dev have emailed back some response? sure but if they are deep in code, hitting deadlines, have other priorities it is EXTREMELY easy for such a query to drop out of scope.
Also the DXVK dev probably has other priorities that are ahead of interaction with another project
