The graphics aren't some ultra realistic AAA thing, but wow the detail is pretty awesome. The gameplay certainly looks interesting too, can't wait to learn more about the world.
About the game (From Steam)
Pavilion, the fourth-person puzzling adventure from Visiontrick Media, throws you directly into its mysterious world without any text tutorials or beginning explanations. It is a puzzle game portrayed through exploration and audio-visual imagery. By interacting and observing you gradually, bit by bit, learn things about both the puzzling gameplay and the world itself.
Pavilion takes place in a world unknown to both the player and the main character. A surreal dream-like place where reality clash with fantasy. Fully realised in beautiful hand-crafted 2D art and dreamy ambient music that makes for an unforgettable audio-visual experience.
The first, out of two, chapters of Pavilion is bound for release in 2016.

Yeah, weird way to describe the viewpoint. I think it's just 1st person is through the eyes, 3rd person is over-the-shoulder and so they've gone with 4th person for a fixed viewpoint. Never come across it before.
They've got me wondering what a 2nd person viewpoint might look like...

Maybe it's when you see what the enemy sees as you're playing. Quite unplayable if you ask me :P

That's how it should be. As to the playability, depends on the kind of game I suppose. 1v1 martial arts combat of some sort could work? Mario Kart-like game where you see yourself as the kart in front or behind you sees you? I'm sure some creative developers could come up with a concept where 2nd person could work...

Well, fourth-person in grammar is either when one is referring to a general group instead of an individual (like I just did with "one" :P), or it's when referring to a second third-person or a third-person different from the normally assumed one.
If they use it in the second meaning here, you could indeed be controlling the environment (second third-person) instead of the little guy running around (third-person).

This is clearly third-person, as in games the term simply refers to a viewpoint that isn't first-person.
Ignoring the blurb, the game looks like something I might enjoy.

This line also confirms what you're saying, so the player is not the main character and therefore it could well fit with the 4th person:
"Pavilion takes place in a world unknown to both the player and the main character."

The devs or RPPR guy are onto something though by saying it's fourth person as they get people talking about the game.
So you are now thinking and talking about this game! Even if it is just thinking "what is fourth person". You are still talking about the game and that's free publicity ;).
