Eve online stuck on character creation screen

pretty much what the title says after choosing race, making what he looks like it goes to do the portrait section and just has the loading icon i have to keep alt+f4 to get out. any ideas on how to get past this?

managed to get pased it by lowering my settings but then the game crashed as soon as i logged in, anyone here play eve online still? i saw a post that was from december but not sure if you still play.
