Upped the limit on article titles

Today I did a small tweak to article titles.

Previously, I put a hard-limit on 100 characters, but it was a little overly restrictive.

It's now 140 characters, so you might see some slightly wordier titles on some future articles.

Why a limit? Well, I don't want to end up with overly long titles like some websites have.
