The developers of Cities: Skylines are doing a reddit "ask me anything", and they kindly responded to my question about Linux pre-orders so far.

Their reply was this:
QuoteCurrently Linux preorders stand at a mere 1.7%. That's about average for a Paradox game. I think we can do better :) spread the word!

Spread the word we shall!

While I don't personally pre-order anything due to the constant issues we Linux gamers have with ports suddenly vanishing, games not launching at all, and more. The game does look really, really good and I hope we can give it a glowing review once it has been released.

You can see the latest video about their comittment to modding below:

After the tragedy that was Sim City thanks to the insane DRM system giving queues to get into a single-player game, I am sure they will get plenty of sales overall. Hopefully that Linux number will increase once it has been released and confirmed to work on Linux.

About the game (Official)
Cities: Skylines is a modern take on the classic city simulation. The game introduces new game play elements to realize the thrill and hardships of creating and maintaining a real city whilst expanding on some well-established tropes of the city building experience. From the makers of the Cities in Motion franchise, the game boasts a fully realized transport system. It also includes the ability to mod the game to suit your play style as a fine counter balance to the layered and challenging simulation. You’re only limited by your imagination, so take control and reach for the sky!

The game will release on the 10th of March this year, so either way it's not long to wait. You can pre-order here if you wish to help them boost their numbers right now. Ordering there helps us too!

We will look to cover it as soon as we possibly can after the release. Depending on our available funds to buy up games to test. Article taken from GamingOnLinux.com.

I love Paradox and I actually pre-ordered EUIV because I loved EUIII. City Skylines doesn't have a predecessor that I can compare it with. I'll happily buy this if it turns out good, but not until I see some reviews on both the gameplay and performance.

I think this is a real issue. We (as a community) have been hit too many times and now there are active, vocal "do not preorder" groups out there. Preordering is starting to be treated like a serious breach of best-practices for a linux gamer, which is unfortunate.

Same, actually that was the last game I pre-ordered.

I'm a bit more hesitant with this one though because Collosal Order develop (Cities in Motion) this with Paradox as publisher(and shareholder??). Everything Paradox touches is gold as far as I'm concerned and It's the only company I'd be willing to pre-order from as thanks for ruining my life through its amazing games, but have no experience with Collosal Order so I'll wait until launch.

Game looks great though.

I'll probably pre-order on my Linux partition, if it works like crap I'll just play on the Windows side (unless it works fine in a VM) until they fix it... hopefully it works fine... hopefully.

The trailer certainly makes the game look intriguing and desirable. The women are intriguing, as well .
I have had some gripes with Cities in Motion, and I hope that these will be fixed. I had wanted more of a Sim City game than CIM provided, and this looks like the game I want to play.

Still, I'll wait for reviews :S: ...

I can't pre-order due to principles but I will buy it when it's released and reviewed.

I did NOT preorder under Windows and I will not under Linux. I simply refuse to buy the cat in a sack. No matter how much anyone tries to convince me.

And if there are too many bonuses involved in pre-ordering I'll skip the game completely. Easy as that.
