I know, I used that terrible free to play term in a title again didn’t I! They are doing it in an odd way too, with only one map playable unless you buy DLC.
I tested some early builds for the game last year, and it showed promised, but I'm not sure entirely what to think about it right now. Personally, I prefer the Civilization games, but it's still early days yet for Demise Of Nations: Rome.
The developer stated you can play the single included map for free for as long as you like in singleplayer, and buy additional maps if you wish. As for multiplayer if you wish to host a game, you have to pay “10 coins”. You get a free coin once a day for logging in, and joining an existing multiplayer game costs nothing.
The problem I can already see is what if I make an online game, and no one joins, my coins are gone, and I didn’t get to play with anyone. I hope there’s something in place to stop this happening.
About the game
Demise of Nations is a 4X turn-based grand strategy wargame during the rise and fall of the Roman Empire. Command your armies in one of the many ancient countries including the Roman Empire, the Greeks, Carthage, Sparta or the Gaul. From Rome to Celtic nations, you create your own warring experience. Wage colossal wars solo, against the AI, or take on your gaming friends in cross-platform multiplayer games. Form alliances and fight co-op style with the AI and other players for ultimate victory.
You can see the developer explain their free to play model here, and it has no pay to win features (so it really is the proper free to play).
Check out Demise of Nations: Rome on Steam. It's in Early Access, so I imagine a lot will change as it continues being developed.

That free to play model sounds terrible. I don't usually play in multiplayer but I most definitely am not going to buy virtual in-game currency to do that. And having just one map to play on seems really cut down.

Shipping a game with exactly one playable map isn't called a F2P game, it's called a "playable demo".
