Developers wanting to get their hands on the Steam Controller early may be in luck, as Valve are taking submissions.
I imagine a lot of developers will be signing up, so get in quick. I can't wait to play-test games and the controller itself!

I wonder if this is actually some sort of "Developer Edition", and if so, how it differs from the consumer version?

There is no point to have different versions. Consumers have consumer version and developers develop for consumers

Probably comes with more documentation or something + it's free for them.
