Well, not long after someone reported the issue to Valve from my benchmarks, the performance penalty of using Vulkan with the Steam Overlay seems to be mostly fixed.

Beta changelog:
QuoteGeneral
- Fixed game install failing with “Content still encrypted”

VR
- Fixed VR keyboard over-aggressively popping up on library page

Steam Overlay
- Improved rendering performance with Vulkan applications
- Improved stability of Big Picture overlay with Direct3D 10 applications and above

Nice to see my benchmark prompted Valve to push this issue a little quicker. See their release announcement here. Article taken from GamingOnLinux.com.

Will you redo The Talos of Principle tests for Vulkan with Steam overlay turned on?

Well, that was impressively fast.

Will they ever fix the Steam Runtime to run with open source graphics drivers?

When you run the Vulkan drivers, do they function well/normally with the desktop and other games, or do you have to switch back to other drivers when you're not testing Vulkan?

I'm glad they addressed this. The overlay is a big feature of Steam. Having said feature come with a 20% FPS penalty would knock much of the shine off the shiny new Vulkan API when using Steam.

Now we just need more games supporting Vulcan. :D
