Well, not long after someone reported the issue to Valve from my benchmarks, the performance penalty of using Vulkan with the Steam Overlay seems to be mostly fixed.

When you run the Vulkan drivers, do they function well/normally with the desktop and other games, or do you have to switch back to other drivers when you're not testing Vulkan?

I'm glad they addressed this. The overlay is a big feature of Steam. Having said feature come with a 20% FPS penalty would knock much of the shine off the shiny new Vulkan API when using Steam.
