A little later than I had hoped, but Feral Interactive have released the Alien Hunters DLC for XCOM 2 along with a patch to bring it up to the same level as Windows.

Feral did say this on reddit before the release:

So either Firaxis or 2K held it up for some reason.

The DLC adds in new weapons, new enemies, a new building for your base and more.

You can find the patch notes here. Version 1.2 is quite a big patch, and it has these Linux-specific fixes on top of the large amount of other changes for all platforms:

Minor improvements to various modding installation issues reported on specific setups.

Make sure you restart Steam client then verify your installation that should force the Steam client to pickup the patch correctly. There were a few issues shortly after launch where some pre order content didn't update correctly but a restart of the Stema client (as that forces the client to get new ownership info) should clear the problem. You will likely get a download at this stage as the missing files update/reinstall.

Thanks for the quick response. Unfortunately, this didn't work. Steam shows the pre-order DLC is installed, but the game still doesn't see it. Just to see I started a new game, did the first mission, got to base, and checked the armory. I only have regular kevlar and the old war survivor soldier is not there. I think that rules out an issue with the save.

Mmm.. not heard of anyone else having this issue. I'd try purging the "~/.local/share/feral-interactive/XCOM2/" folder (make sure you keep a backup just in case) then allowing the game to reset and re-download save games from the Steam cloud.

If that doesn't work do email support however being a super rare issue (based on reports so far) trying to work out why your machine is playing up might not be a quick process if the standard methods don't work.
