AMD have released their AMDGPU-PRO 17.10 driver which includes a few important fixes as well as official support for Ubuntu 16.04.2 64bit. It should also fix a Mad Max Vulkan issue.
The changelog is small as usual for the PRO driver and doesn't really go into any great detail.

It doesn't specifically note it, but this driver should also include a fix for Mad Max on Vulkan being too dark. Let us know in the comments if you still have that issue when using this driver.

on Mint 17 everything was fine, now on Mint 18 i get the 'bootstrap' error when trying to load up Steam because its looking for the proprietary drivers and Mint 18 doesn't have them. i realize its just a matter of removing some legacy code from Steam, but, not being great at this kind of thing last time i tried it i didn't have much luck
I'm using with open source ones. Steam Client is not looking for prop drivers. Is there any chance you tried the fglrx drivers by mistake? Because this fglrx drivers are not supported on Mint 18,Ubuntu 16.04. They're supporting Mint 17 , Ubuntu 14.04.
sudo apt-get purge steam
Remove Steam with this command. Go to the Steam page on your browser , install .deb Steam by just clicking.

thankyou all for the info, i cleared Steam off my system and re-installed from the website. clicked on the icon and it came up the terms and conditions page, agreed and clicked OK and.. nothing happened

Yes,it is.
Did you add Padoka Stable Ppa and update your drivers with it?
On Mint,you need to select 4. Level updates to see them on Update Manager.

after doing the Padoka PPA and refreshing the update manager and it not coming up with any new software [i had levels 4 & 5 visible] i tried the Oibaf PPA and i got some updated drivers with that, still no luck though.

Adding all the driver/mesa PPAs at the same time doesn't seem like a safe thing to do. If you did this anyway, you should use ppa-purge to remove all but one of them. I recommend leaving either the ubuntu-x-swat one or padoka's stable PPA.

This won't solve the problem, though. I guess Valve didn't update the .deb on their website with the latest version.
This comes from the fact that the Open source drivers are compiled against a newer version of the libraries present in the runtime.
Try to launch it with:
Then, update steam (opt into beta branch if necessary, I've been staying there for more than three years :P).
You might need to install some libraries to launch steam, though. Another way of fixing it is to launch
Then restart Steam. Not the cleanest way, but I used to to it regularly before having the steam-native option on Arch.
I agree with the others, though. You should install only one graphics PPA. Probably x-swat, as it should be more stable, but you might choose otherwise (I am not using Ubuntu, so I don't have much experience with those PPAs).
