I'm being careful not to call it "open source", since it seems they use some sort of custom license.
I've been following it for a while and the developer was open to bringing it to Linux, but it seems it's made with GameMaker and the developer didn't want to pay for a license to export it to Linux (source). Things may have changed now, since this popped up on SteamDB:

Going by the SteamDB updates for it, I wouldn't be surprised if it actually releases officially later today or sometime soon. It looks like the Linux version is public, just not advertised yet.
It's made by some of the same people who created Chroma Squad, Knights of Pen & Paper and Dungeonland.

The game isn't really free software, but I would allow at least the "engine" to be called "open source".
The problem is that I think it requires games maker to work, which is not free software, so I am a bit torn on whether to call the "engine" free software as well. Better than nothing, I wish more developers did this, that's also a great learning resource.
The game looks fun, I may check it out some day if I have enough time :)
280 R$ = 90 usd cost the license for linux. Who charges that steam?
I think he is talking about GameMaker license , not a Steam charge for deploying it for Linux.
