The Battle Report Update is out now for Dota 2, with the majority of it being for Dota Plus but there's also some of the usual balancing changes and a nice improvement for people using the Vulkan renderer.
Valve say it has a "significant performance improvement aimed at removing hitching when playing with the Vulkan renderer". They're making use of the VK_EXT_graphics_pipeline_library extension, which is currently only supported by the NVIDIA Vulkan Beta driver but it will be coming to the stable drivers for all vendors eventually. So if you're on NVIDIA, perhaps give it a try and see what you think.
For Dota Plus there's loads new! Including a new Battle Report screen to give you in-depth info on your performance plus Weekend Spotlight, a new queue for everyone to explore an assortment of Dota game modes and events all while stocking up on Dota Plus Shards. Valve also adjusted Immortal Item spell effects, so they can now be equipped regardless of the item you have equipped.

Is the Windows version using the Vulkan renderer? (I guess not.)
You can use it with -vulkan as launch option but by default Windows build uses D3D11.
Would find out myself but don't have Linux installed at the moment because of the compiling issue :(
Feels kind of strange to hear that the NVidia driver has a Vulkan feature before the open source AMD driver. Maybe this is more common than I realize, but I'd gotten the impression that other than for their own in-house stuff the NVidia Linux drivers tended to lag.
It's almost always been the opposite in my experience. Nvidia usually drives the majority of innovation in the hardware and driver department, and back in the day had one of the best non-SGI OpenGL implementations (ironically started out as an open source project). They continued that with Vulkan. It's why I still use nVidia cards everywhere... well except my Atari VCS and the Steam Deck :P Oh, and I use a Radeon 9250 occasionally in my Amiga, but it was swapped with a Voodoo 3...

Nope, Nvidia is/was always the first vendor that supports new ext's at day 1.

There was some guy on Steam that was running his mouth off about even Valve switching Dota2 over to proton because he didn't understand what Steam Linux Runtime meant.

They won quite often, but once AMD got something out first, they shifted priorities. :)

i played for years without issues but sometime last year or 2020 even,no matter what wm or renderer, the cursor was not catched and left the dota 2 client to the side displays
I fired it up for the first time in a while and played a quick game. For me, it is not captured in the main menu but in game it didn't escape the screen.
I am not very tech savvy but this sounds great! Will this fix the compiling shaders before launch issue? (I find if you don't do that it stutters, a lot).
No, you'll have to compile the shaders no matter what.
The compilation before games sometimes create new issues (never ending, but also can't be skipped for a while then), which made me turn it off. Something you can do is run a few bot games using various heroes, it's a way to fix it, but it's bad and I don't like that.
i wonder if it can capture the mouse cursor nowadays.
I only had that issue when I was using borderless windows and even then I found a fix for it. On the other hand, I didn't had the problem. Not that fullscreen capture mouse during matching but not outside of it, which was one of the quirks I didn't found out. It never broke for me tho, so I don't know.
On the other hand, if anybody get microstutter in game, it's a very recurring thing right now, patch seems to have broke something... Valve did gather quite a few reports about it, so they may fix it quickly.
