Mesa 23.0.0 has been released today upgrading open source graphics drivers for Linux. As usual you should wait for the first point release for stability.
Some of the newly supported features include these as per the release notes:
- VK_EXT_descriptor_buffer on RADV, Turnip
- VK_AMD_shader_early_and_late_fragment_tests on RADV
- VK_AMD_shader_explicit_vertex_parameter on RADV/RDNA3
- VK_EXT_swapchain_colorspace on RADV, ANV, Turnip
- Enabled VK_EXT_mesh_shader by default on RADV/RDNA2
- Implemented more VK_EXT_dynamic_state3 features on RADV, Turnip
- Various raytracing, graphics pipeline library and RDNA3 improvements on RADV
- Radeon Memory Visualizer support with RADV.
- VK_KHR_shader_integer_dot_product on V3DV
- VK_KHR_present_wait on ANV, RADV, Turnip
- VK_KHR_push_descriptor on Venus
- VK_KHR_pci_bus_info on Venus
- GL_ARB_clip_control on panfrost
- GL_ARB_texture_filter_anisotropic on panfrost, asahi
- GL_ARB_occulsion_query2 on asahi
- GL_ARB_shader_stencil_export on asahi
- GL_ARB_draw_instanced on asahi
- GL_ARB_instanced_ararys on asahi
- GL_ARB_seamless_cube_map on asahi
- GL_NV_conditional_render on asahi
- GL_ARB_texture_mirror_clamp_to_edge on asahi
The next major update with 23.1 is due in May 2023.
How to get it? That all depends on your distribution. SteamOS on Steam Deck pulls in newer Mesa with major updates, but normal Desktop Distributions will depend on their regular update schedules.

I think Debian experimental would have it before unstable and testing.
It was getting RCs before: https://tracker.debian.org/pkg/mesa
Avoid rc4 though if you are on RDNA3. You need rc5 or release becasue of important bug fixes. They are also included in 22.3.5.

I'm moreso waiting on plasma 5.27!
The nice thing about Manjaro is that you can easily switch the branches (one command). Most of the time I'm on testing branch, but when I can't wait, I check out the unstable. That is why I already have Plasma 5.27.1. Of course, backup before every update is a must, just to be on the safe side.
sudo pacman-mirrors --api --set-branch unstableand if you want to revert to for example testing branch:
sudo pacman-mirrors --api --set-branch testingAnd of course "sudo pacman -Syyu" after the switch.

Yes, the simplicity of that switch is REALLY nice. I'm with @HxE though, I honestly don't mind a slowly rolling release. I'll look forward to it when it comes. Won't be long.

What llvm are you using with it?
llvm 15.0.7-5
Moved to CachyOS on buying the XTX as they had an llvm15 ISO ready on launch. It's worked perfectly. Probably the single best distro we've ever used

Debian experimental is the place to dump stuff (and sometimes just leave them there) that can brake things even in unstable, it doesn't say anything for the user and it shouldn't ever be used.
