"Director's Cut" gradually lost its meaning in movies, but I don't see how it could have ever had a meaning in computer games.

It may or may not have more content, depending on what the difference is between the two. Supposedly the director knows best, but the bean counters have the final say. It's probably mostly bollocks, but it would be silly to have a director's cut if there wasn't something better or at least different about it.
Kind of insulting when you think about it, these same publishers will charge you more money for the very thing their pinch faced execs rejected :-)

So presumably that means they removed stuff instead?
(Or maybe I put too much trust into the ratings on howlongtobeat.com

By definition of "Director's Cut" that would be entirely possible. The final cut may have had some scenes added back, or changed to have more dialog etc.
I can't really comment on Death Stranding much because it's a game I can't play (AVX instructions and old Nehalem Corei7 that they can pry from my stiff, dead hands)
P.S. What they tend to do with a director's cut for games is also bundle content packs and stuff though too. So it still justifies it if the director's cut doesn't add more scenes or game play. It's still a "bonus" edition sort of thing.
