Although the Steam page for HELLDIVERS 2 has clearly stated since release that a PlayStation Network account is required, you actually haven't had to link them. That will change really soon.
In a fresh Steam announcement the developers said it not being required right away was due to sorting all the technical issues but that "grace period will now expire". This is set to happen on May 6th, although they also said for current Steam players you will have until May 30th. So either way, you'll want to ensure you have a working PSN account set up and ready.
Why though? They said "Account linking plays a critical role in protecting our players and upholding the values of safety and security provided on PlayStation and PlayStation Studios games. This is our main way to protect players from griefing and abuse by enabling the banning of players that engage in that type of behaviour. It also allows those players that have been banned the right to appeal."
Thankfully it's easy to link a Steam account and a PSN account, but for anyone in a region that PSN doesn't support, it could cause issues.

Two possibilities occur to me. First is that Sony only started putting their plan into action after release, so it wasn't even a consideration until now. The other is that they deliberately waited until they got a large player count with a big sunk cost before pulling a bait and switch of sorts. And, of course, none of those players can get refunds now.

Not new, and not news. The game has been on PSN since day zero, and a lot of the early days "can't login/got booted" issues were due to the PSN/Steam gateway and scaling that for the unexpectedly high player count.
Is it right to dislike/reject PSN linking? Sure!
Is it new? No! You've been PSN linking since before launch, just if you had no valid PSN ID linked, it gave you a temporary one and disabled cross-play. That is literally all they are disabling.

What data mining? Realistically speaking, you'll only need to use that account to play the game no? So whatever data they would mine through PSN they should be able to do so already if you play the game now. What makes this worse from a privacy perspective?

This is very true, adding another point of failure is a big annoyance and downright discouraging. The good thing about this overwhelming backlash is it may just be big enough Sony will act like they listened and drop this crap.
Also I want to make it clear I'm not defending these morons for this unnecessary and over reaching action. I was just surprised by the strong response and some of the feedback felt like people were afraid of things that can already happen, with or without PSN, so their worries are misplaced I think. This is like windows users who are against ring 0 anti cheat software because it can "steal your data". Any user level software can steal what's on your documents folder. You don't want kernel level software because it's way more dangerous than that, you simply don't trust that software or any 3rd party software for such a critical level of access for your machine, and you don't like the idea of that software running before everything else starts on your computer.

There is also the issue that PSN is not available in every country, e.g South Africa is the single African country with PSN access so if you happen to live in any of those countries you are now blocked from playing the game you bought.
