This Game award voting is strange. I don't know 90% of those games. I don't own Steam Deck, I don't own VR.

Only know and played STALKER 2, No Man's Sky and Sons of the Forest lol

During the last major (?!) sale a couple of days ago (?!?!) I was expecting Metro Exodus to go even lower, and it did, at 90% off; so I'm getting that.

"How can I earn more cards? Steam Sale trading cards are awarded for purchases made on the Steam Store during the sale." So pay to win?

It also adds "Earn even more Steam Sale trading cards by crafting game badges." but I have no idea what that means. Craft them out of what exactly?

Games come with cards you can collect. Playing those games gives you about half of the cards from the set. If you get the whole set, by buying or trading the remaining cards from other players, you can trade those in for a game-specific badge. That's referred to as "crafting" by Valve. Crafting badges makes you eligible for "booster packs" of other cards.

In addition to the previous comment, I'd like to point out that if you "craft" badges during events such as this one, you get an event card in addition to your badge. This is also why I typically craft my badges during events.
