Inspired by classics like Chrono Trigger, Secret of Mana, and Final Fantasy - Alterium Shift entered Early Access in 2023 but it's now back on Kickstarter. Seems the Steam release simply wasn't good enough, so they're asking for more funds to finish the game.
From the Kickstarter: "We’ve already made great strides in Early Access, delivering 50% of the core game. But now, we need your support to bring the full vision of Alterium Shift to life, complete with enhanced combat, expanded content, and exciting new features. Together, let’s craft a JRPG that blends the charm of the past with the innovation of today."
They're hoping to raise at least $50,000, with over $40,000 pledged at time of writing and still 24 days to go. So it's quite likely this will get fully funded.

There is no guarantee that money from Kickstarter will make them fix those issues. This game looks a bit scammy to me. So far, it's only for selling the game in pretty boxes.
I dunno about throwing the word scam around but they clearly seem desperate.

I think you read that wrong:
The "Backer-Exclusive side-quest" is a collaborative effort to create an in-game quest all players will have access to.
