Yes, I've been on the receiving end of multiple Cloudflare capchas, possibly due to IP changes or using shared IP.(I live in India, and don't use TOR)

Wouldn't be surprised at all. The cloud trend seems utterly ridiculous to me, it may be good for some but it isn't what it is being billed as. The only place any data is even somewhat safe is on your own equipment, more so completely disconnected from the internet. To say anything on the internet is secure it pure garbage. It may be secure enough for your use case, but it is not secure. If you're running anything Microsoft, even your own equipment isn't trustworthy.
