It sucks, man. You'd think that a company such as Amazon would figure a way to avoid stuff like this. Like what do they do if it is already raining at the time of delivery? Just throw the package in a puddle?

Just to let y'all know, Amazon gave me a full refund, and when they saw the condition of the packaging, told me to do what I wanted with the thing. They don't usually do that, but since my mother and I each spent two days trying to get a return label, the fella on the other end did us a solid. So silver lining I guess.

I opened it, I let the anti-static bag sit a few days, and to my amazement the GPU was bone dry!

I made sure to look for anything like leaky caps or corrosion. I'm going to try it tomorrow, fingers crossed that there's no smoke!
