It took me an hour to bumble my way back here. I had saved at this Recycle station and forgot which crawl spaces, ladders, elevators, doors etc. had gotten me there. Also confused about which puzzle it was, it seems I encountered another along the way.
This is the one I had tried to figure out, the first one encountered. It was to enable a little lift just to the left of it. I think the lift would go down, as it doesn't look like there's an up. I don't know that this puzzle is necessary for game progress or not, but I'd appreciate a clue or two because I'm going to have to figure out how to do these.
I think I have to connect that other square orange doohickey at the bottom, third square from the left, somehow. I have no clue what that yellow lit thing up top is for either.

I'll call squares by row/column e.g. 1/1 from now on.
Rotate 2/2 and 1/2 so that 2/1 is connected to 1/3.
Rotate 5/8 and 7/8 so that 5/7 is connected to 7/7 through 6/8.
Rotate 3/2 so that 3/3 is connected to 4/2.
Rotate 6/1 so that 5/1 is connected to 6/2.

So it was more straight forward than I was making it.
After all that, the lift it enabled just led down to the same area I was in earlier. Down to another defunct lift station in a little alcove down a ramp, with a dead guy. I didn't realize it was the same lift lol
I also did a circuit puzzle earlier, though I have no idea what, if anything, it enabled. I had to use this weird repulsor jump thing to get up to it.
