Valve are open to helping OEM's support SteamOS, but I suspect that the OEMs want it to be more of a one-way street with Valve doing all the work.

Windows is a flatout fucking terrible OS for handhelds - try getting through all the numerous reboots, privacy garbage, other setup screens etc.

They're going to find it harder and harder to keep using ancient shit as a base. It's fucking ridiculous that they used such an old kernel for so long in the first place.

Back then, Uplink impressed me to no end and made me really exited for the full game, but it still didn´t prepare me for the real impact of Half-Life.
