Retroarch is nice.
I actually use it to emulate Dreamcast games (currently playing Skies of Arcadia with my daughter), but man... every time i've to configure it from scratch, I curse it because of his fullscreen interface, argh!
Fortunately they are implementing a Desktop/Qt interface much more handy than the fancy default interface.

Indeed, in early 90's Ray, tracing was used even in TV series.
I remember scenes of Babylon 5, Star Trek TNG and Hercules being rendered by glorious Amiga 4000 and Lightwave 3d.
Well, multiple A4000 infact, working night and day to produce 10 minutes per episode at 30FPS at most.
But the results were astonishing as well, expecially for a consumer machine.
Good times...

I don't think that so much power is needed to decode and display a 1080p (even vp9) video stream, given you have not an intel atom or similar...
Think that my poor n270 is able to decode and display 720p@60fps and i'm actually using it to play remotely with an hacky home made script using ffmpeg and netevent.
But if even an [email protected] (core2 duo) struggles to keep up with Stadia, then something is seriously inefficient in how stadia works.
Which surprise me, given how much know how Google should have in transmitting videos :)
Isn't one of the selling point of stadia being able to use even an old laptop to play newer titles?

23mbps is not bad and also expected even with h264 for 1080p streaming at 60fps.
Is it 60fps, right?
How does it compare in terms of input lag and quality to Steam "in home" streaming?

Yeah, static pictures looks good, but i really cannot stand that kind of animation; it is so impersonal and reminds me of lame android games.
