It's great. Like everyone else it reminded me of art of rally. The driving is different though, much more nervous and not contemplative like AoR. It has the same love for rally though. Love the graphics and the sound.
I highly recommend the cockpit view.

2 issues though :
* some cars (pick-up trucks) are so big they hide the road from the view, making them almost undrivable (in both cockpit view and third person).
* gamepad vibration gets broken sometimes (like it did on AoR)

It is also very easy to make a good time in championship mode but it doesn't matter much anyway.

VAC has always been server side and there are many other anticheat that are server side on some level

Whelp stutter is largely fixed with experimental, but I still suffer from the "black void" issue, making it unplayable.

After Valve did their big bot purge earlier this month multiple people have been reporting playing for hours without a single bot in sight since then, so this seems like actual human numbers (probably with a bump from the summer event; I might hop back in myself).

As to how, well, it's a great game with staying power (so you've got the people who've been playing for a decade or more) and it's been around long enough to have new gamers get older and discover it for the first time.
