I'd like to play the games in 190x1080 resolution at max graphics settings if possible. What kind of hardware should i buy to achieve this? (cheaper the better of course) If you have played them without stuttering / slowdowns, what hardware did you use?

some i5 and up and gtx 960 and up should do it.

SR series arent the best ports though, so you will still have some framedrops here and there.
seem to be cpu bound mostly.

i have an old AMD FX8320 @4,4ghz and GTX970. SR 3 and 4 run without stuttering, but 3 has lower frames in places.. around 35 fps only in places, while average seems to stay above 55 fps.

most of the games under linux seem to be CPU bound, since opengl isnt threaded good enough usually.

at least with 1080p resolution you should be fine with gtx 960, 970 or 980 is better ofc but it all comes down to what price you are willing to pay.

some i5 /skylake) with 3,5ghz or similar should be enough for most todays games if you dont care about the core count for multitasking with different things running at the same time.

Saints Row 2 will run badly no matter what your hardware is. What’s nice though is it runs just as bad on low settings as on high settings so you can max everything out :p. I was getting at best 55 FPS (rarely, outside) and at worst 18 FPS (inside some buildings). You will also get annoying stutters while driving.

Saints Row 4 runs much better but on mid/low settings (still looks decent) in order to stay above 60 FPS. CPU usage is rather high with all four cores at 67%, and GPU usage at 96%.

So I think you’ll need a pretty good rig to play them on high settings at 60 FPS (if it is at all possible to reach that in SR2). A GTX 960 would probably be a good choice, as Xpander said.

yeah your GPU will bottleneck first in newer games, cause its lowend and quite old by todays standards.

and yeah SR2 is the worst from the series, SR4 seems to run the best(which is strange, older should run better than newer ones by normal logic :) ).

thanks! i had hoped i'd be able to achieve better performance on 2 though. :( It runs well enough while i'm on foot, but it stutters a lot while driving. I had far better experience on 3 and 4 with low settings, only getting slowdons in action-heavy situations.
